Tax assessment for 1954 valued real and personal property at nearly six billion dollars, representing an increase of over $222,000,000. Although not the increase seen in property valuation two years ago, counties like Burke, Davidson, Hyde, and Orange saw substantial gains. Additionally, most counties decreased the tax rate on property for the year.

On Roanoke Island, established land claimed by explorers in 1584, an Elizabethan garden has been established. A project of the Garden Club of North Carolina, the garden pays homage to the great garden landscapes of sixteenth century England. It was dedicated in August 1955 for the 368th anniversary of the birth of Virginia Dare.

A study by the Tax Foundation, a private, non-profit organization engaged in research on government taxation and expenditures, has found that in 1956, one out of every five dollars spend by the Federal government will go toward domestic programs, economic and social. Aid to veterans, farmers, home owners, and small businesses have all gone up in the past 25 years, and continue to rapidly grow.

James S. Ficklen of Greenville, North Carolina died in September, 1955. Ficklen headed the E.B. Ficklen Tobacco Company, an important entity in the economic life of eastern North Carolina. Ficklen was also devoted to civic affairs, part of the North Carolina Citizens Association, chairman of the Board of the Guaranty Bank and Trust and Wachovia Bank and Trust Companies. Leslie Stone, born 1895 in Kittrell, North Carolina, attended the University of North Carolina and received a medical degree from Jefferson Medical College. Stone has served at the US Naval Hospital, Naval Medical School, and US Naval Operating Base in Bermuda. He has been awarded the Legion of Merit award for his service as medical officer in command at the US Naval Hospital at Pearl Harbor.

Industry in North Carolina pays slightly higher taxes at the state level than most of states in the country. Industry pays income tax, franchise tax, gasoline and license tax of motor vehicle equipment, and sales tax. These higher taxes are due to the the State's coverage of 90% of the cost of public education and the cost of road construction and maintenance.

Given that North Carolina is one of the few states in the nation to take on the funding of roads and schools, taxation is different than in other states. Industry is taxed slightly higher than in other states, while property taxes in North Carolina are lower. County taxes, municipal taxes, and special school taxes help local governments supplement state aid as well.

Especially with the fields of electronics and electrical products, which there has been little experience in the state in the past, North Carolinians are quickly stepping up and learning the tricks and tools of the trade.

Emblematic of the state of North Carolina's electrical industries, Western Electric, which began in 1946, now has five plants in the state in Winston-Salem, Burlington, and Greensboro. With extensive facilities, Western Electric employs over 11,000 employees who produce parts for systems such as the Nike guided missile system.

With the rapid expansion of industry in North Carolina, emphasis has also been on the need for road modernization. The network of state-supported highways totals nearly 70,000 miles, the largest state-operated system in the country. Although initially suffering from being unable to keep up with the pace of growth in the state, the highway system is beginning to reach modern level.

Named the 'First Temple of the Atom,' the nuclear reactor at North Carolina State College is the first college-owned reactor for atomic research in the United States. The reactor is being used to train in the field of nuclear engineering, provide research for graduate students and faculty in radiation experiments for biology, chemistry, physics, and medicine.

Westinghouse Electrical has been centered in Newark, New Jersey since 1926, but with recent defense requirements, there has been a need to expand facilities. Westinghouse has chosen a location on the outskirts of Raleigh, North Carolina to produce watt-hour meters used to power homes and industries.

Superior Cable Company now operates a self-sufficient operation in Hickory, North Carolina. The plant is also the first and only manufacturing plant outside the northeast to be devoted exclusively to the production of all-plastic insulated and sheathed communication cables.
