Capitol Broadcasting is beginning its expansion of the American Tobacco Campus in downtown Durham. Last year it acquired the neighboring University Ford property, and now it seeks community input on how to use the eleven acres. Several ideas include the development of offices, affordable housing, and an entertainment complex.

Twenty miles north of Charlotte and home to Davidson College, the town of Davidson is the richest and best-educated in Mecklenburg County. Last year, a plan to sell public land to build a development called Luminous precipitated the formation of Save Davidson. The group is pledging to promote government transparency and preserve the town’s character.

North Carolina has embarked on a mission to achieve balanced development in all rural and urban areas across the state and improve the living standards. The strategy employs a unified federal-state-regional approach through a Statewide Development Plan. The primary goal is the creation of a network of smaller urban clusters which, along with the larger cities, can maintain a balance to support a higher standard of living throughout the state.

Chatham Park is a development project for eastern Chatham County intended to a mix-use project. Currently, plans include 22,000 homes and 13 million square feet for research facilities in a 7,120 acre area east of Pittsboro, the largest project of its kind for the area. The author attended the Pittsboro Board of Commissioners meeting on August 12th and reports on feedback from citizens and board members.

Fourteen counties took the initiative to form city-county planning commissions regulate growth and development. County planning was considered so important to regulate legislation, revenue, and taxes between urban, suburban, and rural areas of each county. The previous two session of the General Assembly granted more of these powers to county officials whom tried to work with local civic groups for the betterment of state counties.

Their labor of love, South End, was completed on a tight budget and in a smaller than expected square footage amount. Its popularity proved that less can be more.

As development pressures begin to change the landscape, a comprehensive land-use plan is currently underway to outline a vision for the county’s future. The Raleigh-Durham Airport Authority has not yet completed its road map for the next fifteen years of development, but should their master plan, known as Vision 2040, come to fruition, environmentalists fear its potential outcomes. Residents in opposition to the plan are petitioning to save forested lands, which might be threatened by a proposed runway near Umstead State Park.

Durham’s Erwin Square project is on hold as the Major Projects Ordinance Committee reviews the project. Durham currently has the least restrictive development policies in the Triangle. The committee is committed to protecting citizens and scrutinizing development projects that will increase traffic and affect neighborhoods. Developers are fighting back arguing that this will harm development in Durham.

Superior Court Judge Howard Manning has ruled in favor of Southern Durham Development and their project to develop land around Jordan Lake. The development was disputed because some argued the development fell within the protected zone around the lake. Manning stated that the fight that happened as a result was due the planning department and their mistakes. Many residents are upset as the development may threaten Jordan Lake and increase pollution in the area.

Rindge is chairperson for WakeUp Wake County which advocates for smart growth, mass transit, and resource conservation. Durham County Commissioners approved a development deal with Southern Durham Development (SDD). The measure, passed 4-1, approves an SDD commercial project near Jordan Lake to hook-up to the county's sewer system. Plans include construction of 1,300 homes and commercial space which the project's dissenters believe will further pollute the already endangered area around Jordan Lake.
