Governor Jim Martin has established a special Coastal Initiative Commission to gather information from citizens about ways to balance environmental protection with coastal development and economic opportunities. The initiative focuses on protection of water quality and fisheries habitats, preserving natural coastal features, and encouraging waterfront development.

A study by the North Carolina State University Center for Transportation determined that thirty-five miles of highways on North Carolina’s Outer Banks are vulnerable to service disruption from coastal erosion, wave overwash, sand deposits, flooding, or undermining. Maintaining transportation service by relocation, beach nourishment, causeway construction, or shoreline hardening will cost the state $99 million between 1990 and 2010.

Abstract:
The North Carolina Colonial Wildlife Management Committee was formed in 1983 with a memorandum of understanding signed by 10 agencies and conservation groups in forging a commitment to protect North Carolina waterbird populations and their habitats. It was recognized from an early point that migrating waterbirds were making substantial use of man-made islands, creating by the activates of the U.S. Army Corps of Engineers. Largely due to the efforts of Dr. James Parnell and Thomas Henson many of these were acquired by the Wildlife Resources Commission in the early 2000s. In all, there are 23 dredged material islands managed by the Commission and Audubon North Carolina biologists.
