Description: General Orders, No. 46 issued from the Head-Quarters of the 18th Army Corps, by the United States Army, Department of Virginia and North Carolina from Fort Monroe, V.A. December 5th, 1863 concerning the recruitment of colored troops following the passage of the 13th Amendment. Order is addressed to General B. F. Butler on the title page and signed by Aide-de-Camp G. F. Ward, Jr. on page 7. The orders include compensation for soldiers, job assignments, the assignment of provisions, the rights of colored troops, officers assigned to training and oversight of colored troops, etc.
