Confederate General Orders No. 28, May 24th, 1863, issued by command of Lieutenant Colonel Charles E. Thorburn, ordering all commanding officers to requisition 2 havelocks for their men. Due to a shortage of paper, Confederate soldier Robert C. Caldwell used blank sections of this order to write a letter to his wife.
