Abstract:
In response to rising costs, legal barriers, environmental concerns, and public opposition to landfilling, Mecklenburg County, North Carolina has established an integrated solid waste management; no comparable program exists in the southeastern United States, and few exist in the country.

With landfills in North Carolina counties filling up fast, officials are looking to alternative methods of waste disposal. Mecklenburg County is investigating waste-to-energy plants that would take garbage and burn it to produce steam and electricity or ferment it to produce ethanol, a gasoline additive.

Abstract:
Two changes that led to the overhaul are China's refusal in 2018 to accept waste from the U.S. and other countries and COVID-19, which changed purchasing habits and therefore resulted in more packaging material ending up in curbside bins and leaving the city's Material Recovery Facility unprepared to handle. Work begins this October on the $26 million retrofit this coming October.
