Abstract:
With almost 14 percent of the nation's population speaking a language other than English, overcoming language barriers is critical to health care. There are almost 300,000 Spanish speakers in North Carolina, along with a growing list of other nationalities. Perkins discusses the need for translation services during health care visits, factors that inhibit appropriate language access, and laws governing linguistic access to health care.

Over the past decade, many persons who are limited-English-proficient(LEP) have moved to North Carolina. Moore discusses the legal basis for requiring health and social service agencies to provide language assistance in dealing with LEP clients. Next, she discusses how the Office of Civil Rights will enforce this and closes with a model plan for compliance.

Abstract:
Standards have been adopted to assure legal counsel for all includes those classified as LEP (Limited English Proficiency). It includes services where court interpreters may be provided and tips for attorneys assisting LEP clients. To demonstrate the need for this service these statistics: cases involving domestic violence and homelessness; children and seniors eligible for legal aid but not receiving it because of this cultural barrier.
