The redistricting challenge to the North Carolina General Assembly in 1971 is to establish eleven Congressional districts with as nearly equal representation in Washington as possible. Recent court rulings have indicated that anything less will be unacceptable, and if necessary the courts have threatened to do the job if the legislature cannot.

The North Carolina Constitution mandates 50 Senators and 120 Representatives, but it leaves to the General Assembly the right to determine how the districts will be drawn. The challenge for the 1971 Assembly is how to balance representation between the East, Piedmont, and Mountains, with the fact that population is shifting toward the more urban areas, especially in the Piedmont.

This article presents information on the New Town movement, or privately developed communities in which land utilization is planned almost down to the last square foot. The town of Columbia, MD is a good example. At one time it was thought that Soul City in Warren County would the first community developed using this concept. However, that project has been slow in developing, and the Rock Creek Community in Guilford County now appears to be in line to become the first.
