Last month the Raleigh Police Department enacted the Performance-Based Management System. Since then 200 employees have filed complaints against the system saying it values quantity over quality. The Raleigh Police Protective Association is a union-backed organization receiving these complaints about the nature of the new system that prioritizes certain activities, creating a quota-based system.
