Abstract:
The proposed Durham-Orange County Light Rail is a three-decade effort in the Triangle. While many city officials are in favor of the system, there are a number of questions about the wisdom of the current plan, how it will be funded, and whether it will serve the people who need it. An enhanced busing system could be a more effective, flexible, and cheaper option.

Richmond, Virginia is a charming southern city to visit, and just a two-and-a-half-hour drive from Durham, North Carolina. Like Raleigh, Richmond has the same downtown revitalization happening, with new breweries, art galleries, and shops. It also used to be the seat of the Confederacy, so the city has an old, interesting history.

The Home Owners' Loan Corporation pioneered the practice of redlining, selectively granting loans and drawing lines around black and low-income neighborhoods. In East Durham, the largest redlined areas also suffer from a lack of trees, as compared to richer, white neighborhoods. This shows how discriminatory federal policies from the past affect Durham’s tree canopy today.

Neighborhoods near North Carolina Central University in Durham need cleaning up. Many properties in this campus-adjacent area have unresolved housing-code violations, and the crime is not limited to prostitution, break-ins, and drug use. While the University owns several vacant lots in the area, there aren’t sufficient funds to clean up the area surrounding campus.
