Abstract:
The North Carolina Legislature sets up an education budget each year. Money in this budget comes from federal, state, and county funds. From it, salaries for teachers and principals, maintenance, retirement funds, and general upkeep are used for schools throughout the state.

It was suggested that any radical changes to North Carolina's tax structure wait until the post-war period that can indicate any trend in revenues. During the war, however, to ease the burden of the tax payers, it has been suggested that tax credits and refunds be provided given revenue billing brought in more than appropriations demanded.

Cut off from imported materials during the war, Americans are going back to their roots in keep the smoking-pipe industry viable. Rhododendron, laurel, and other bushes and trees with briars can be used to produce pipes. So mountain farmers in North Carolina are taking advantage of the endeavor, and producing briar pipes.

There is a bill now under consideration in Congress that will freeze the tax on employer and employee for old-age and survivors benefits at the present rate of 1 percent for 1945. The main reasoning behind the freeze of the Social Security Tax is worry that there is inadequate reserve in the trust funds for the present. If the bill does not pass, there will be an increase to 2 percent.

A resolution has passed for the re-examination of the North Carolina Tax Structure and revision of the present system of taxation in order to promote the development of industry. The present tax burden for North Carolina is higher than normal economic capacity, and industries are asking for some relief.

Folk music and dance in Appalachia is still strong. To keep the old songs, stories, and dances from being lost to new trends in music and dance, the Asheville annual Mountain Dance and Folk Festival was developed. And the Festival has resulted in the growth of interest in the old forms of entertainment.

Hook, the North Carolina State Legislative Council is a conglomeration of organizations that represent an outgrowth of women's planned interests in the social, civic, and educational movements in the state. The main goal of the organization is to coordinate legislative work of different organizations to obtain legislation.

Approximately one-third of North Carolina's population are African Americans; however, there are still hindrances in the state to their success as citizens. In the interest of all North Carolinians, it is the duty of the state to provide better housing, better health care, and better educational opportunities to this population of the state.
