Bangley, a doctoral student in coastal resources management at East Carolina University and Chris Hickman, a commercial fisherman for thirty-nine years in the waters around Cape Hatteras, combine their knowledge and experience to search the state's coastal waters for sharks. North Carolina Sea Grant is conducting a survey of licensed recreational anglers. The survey asks anglers their opinions and interests on boating and angling practices, conservation and habitat enhancement, and fisheries management.

Abstract:
The 1997 Fisheries Reform Act significantly changed the fisheries management process in North Carolina. Before the act, there were no comprehensive management plans for important fish and shellfish species. The environment and social conditions that caused the act to be passed are discussed by key figures involved in acts creation.
