Abstract:
North Carolina has embarked on a mission to achieve balanced development in all rural and urban areas across the state and improve the living standards. The strategy employs a unified federal-state-regional approach through a Statewide Development Plan. The primary goal is the creation of a network of smaller urban clusters which, along with the larger cities, can maintain a balance to support a higher standard of living throughout the state.

Abstract:
Fourteen counties took the initiative to form city-county planning commissions regulate growth and development. County planning was considered so important to regulate legislation, revenue, and taxes between urban, suburban, and rural areas of each county. The previous two session of the General Assembly granted more of these powers to county officials whom tried to work with local civic groups for the betterment of state counties.

Under the 1937 North Carolina General Assembly, the State Planning Board was appointed. The Board was enacted in 1943 to deal with post-war development. Objectives of the Board are to promote and aid departments in the development of projects that stimulate economy and industry.
