The minutes include a listing of recent faculty resignations and hirings, as well as updates on the East Carolina College charter, salary approval, a Board of Trustees investment committee, and applications requiring special consideration. In a discussion of policy or procedure, the Trustees authorized the administrative officers of the college along with the chairman and the vice chairman to act on individual applications of African Americans if and when received, at their discretion, calling a meeting of the full board if they deemed it advisable.
