The event was held in Tarboro, North Carolina upon the occasion of an unveiling of White's portrait at the Edgecombe County Courthouse painted by the North Carolina artist Richard Wilson. George Henry White (1852-1918) was a Black, Reconstruction-era politician from North Carolina and the last Black United States Congressman elected in a Southern state until the 1960's.
