Description: Letter from William W. Morrison, Major and Chief, Subsistence Department, in Goldsboro, N.C. to Major Thomas Sparrow in Tarboro, N.C. Morrison writes that he is authorized grant passes to private parties to take some goods beyond the lines including one block of cotton yarn for each member of the family, ten yards of cotton cloth, and five pounds of tobacco to each grown member of the family. He is not authorized to allow raw cotton. Morrison has to keep an account of everything he lets through and report it monthly to General Lee. From the papers of Thomas Sparrow (1819-1884), a lawyer from Washington, N.C. who fought in the Civil War and later represented Beaufort County in the North Carolina General Assembly.
