Harding was appointed chair of the Historic Bath Commission when it was created by the North Carolina General Assembly in 1959. By 1960, work was well under way to restore the Palmer-Marsh house, and in this letter to the commission and its ancillary group, The Chairman's Group of Fifty, Harding outlines plans for a benefit concert to raise money to reshingle the Palmer-Marsh house roof.
