Roosevelt's Special Naval Observer in Europe, August 1940-April 1942; as Commander, South Pacific Area and South Pacific Force, and the battle for Guadalcanal and the Solomon Islands, April-October 1942; as Commander of the Fourteenth Naval District and the Hawaiian Sea Frontier, 1943-1944; and as Commander of United States Naval Forces in Europe, 1944-1945.

Descending from German and English aristocracy, he was born in St. Servan, France, and also lived on the Isle of Guernsey before becoming a mariner at age 13. A mariner, soldier, and farmer, von Eberstein moved to Chocowinity, Beaufort County, North Carolina, in 1851 and established himself in business. Later he captained various ships out of Washington, North Carolina, and served in the Confederate army.
