Charles O'Hagan Horne, Jr. was born on March 3, 1921 in Greenville, North Carolina to Charles James O'Hagan Horne and Rena Council Horne. He attended East Carolina Teacher's College briefly before transferring to North Carolina State University where he graduated with honors in electrical engineering in 1943. During World War II he served in the United States Army in Japan and the Philippines. He married Dorothy Louise Pearsall on January 25, 1947. The couple had two daughters, Louise Horne McNamee and Margaret (Peg) Horne Burnett. After establishing two businesses of his own and working as an electrical engineer, Horne worked as director and general manager of the Greenville Utilities Commission from 1968 till his retirement in 1985. He participated in multiple civic and religious organizations. In 2000 he was named the Greenville-Pitt County Chamber of Commerce's Citizen of the Year and Habitat for Humanity's first recipient of the Charles Horne Volunteer Appreciation Award. Horne died on August 25, 2000 in Greenville and was buried in Cherry Hill Cemetery.
