Biographical/historical information
Phyllis Nichols Horns was born in Wilson County in June 1945. She attended East Carolina University and completed a nursing degree in 1969. Following graduation, Horns attended the University of North Carolina Chapel Hill and received a Master of Public Health. In 1975, she received a certificate as a pediatric nurse practitioner at the University of Rochester and in 1980, she finished her Ph.D. in nursing at the University of Alabama Birmingham. Horns served as a professor at the University of Alabama Birmingham for several years before returning to East Carolina University in 1988 to work as professor and chair of the Department of Parent-Child Nursing. She was appointed dean of the School of Nursing in 1990 and in 2009, she was named Vice Chancellor for Health Sciences at ECU. In 2018, after serving as a Vice Chancellor for nine years, Dr. Horns stepped down. She is currently completing a year of research and will return to the faculty of the College of Nursing.
