Minnie Lou Wells was born July 3, 1923, to George Washington Wells and Geneva Cleo Baldree Wells in Lenoir County, North Carolina. She married Jack Gerald Tapscott on August 18, 1945, in Lenoir County. He was born April 17, 1922, in Council Bluffs, Iowa, to Francis E. Tapscott and Glow S. Tapscott. Jack Tapscott was a veteran of World War II and served in the Korean War (with the National Guard) as 1st Lieutenant with the Iowa 38th Infantry, 2nd Infantry Division. He died in hostilities at Jizni, Korea, on September 4, 1952, and is buried in Rose Hill Cemetery, Lamoni, Decatur County, Iowa. Minnie Tapscott died June 22, 2001, and is buried at Maplewood Cemetery in Kinston, North Carolina.

Minnie L. Wells Tapscott, a resident of Kinston, North Carolina, was an outspoken opponent of the North Carolina Global Transpark (GTP), an air-cargo facility planned for the Kinston area beginning in the early 1990s. She collected newspaper and magazine articles, legal documents, technical reports, maps, publications, and other material pertaining to the GTP and wrote numerous letters to newspapers and public officials in opposition to the project. Correspondence includes letters from Vice President Al Gore, Senator Jesse Helms, Governor Jim Martin, and Governor Jim Hunt. The materials she collected provide a comprehensive picture of the conception and development of the GTP. Most of the collection consists of Minnie Tapscott's chronological files, roughly sorted by year. Each year's files contain newspaper articles, letters to editors of newspapers, and a variety of other materials filed in no particular order. Subject files relate to various aspects of the project. Also in the collection are materials reflecting her concerns about local government in Kinston and Lenoir County and about the Korean War service of her husband, Jack Tapscott.
