This collection consists of records (1968-1971) such as minutes, monthly reports, correspondence, and clippings related to the founding of the Coastal Plain Mental Health Advisory Board, later called the Pitt County Mental Health Authority. Also included are newsletters (1979, 1988-1993), personnel listings, brochures, an annual report (1983/1984), and retirement related items (1997) related to Dr. Stephen K. Creech's 23-year tenure as Area Director of the Pitt County Mental Health, Developmental Disabilities and Substance Abuse Center in Greenville, North Carolina.
Steve was born near Kenly, North Carolina, was reared on a farm in Johnston County until age six, and then his family moved to Kinston, NC. He entered Wake Forest University in 1957, and obtained master's degrees from Southeastern Baptist Theological Seminary, Wake Forest, and the University of North Carolina at Chapel Hill. He later earned a Ph.D. from UNC-CH. He worked professionally in counseling and administration in mental health services for more than thirty years in various positions at John Umstead Hospital, Butner, NC (8 years) and as Area Director of the Pitt County Mental Health, Developmental Disabilities, and Substance Abuse Area Program, Greenville, NC (23 years). After retiring in 1997, he continued his lifelong passion for music by playing guitar with groups and solo and composing. Steve is married to Catherine Treadway Creech, and they have two daughters, Stephanie Peo, and Cathy Kyriakakis.

Minutes (1970-1971) of the Executive Committees of the Coastal Plain Mental Health Advisory Board and the Mental Health Advisory Board, and the Pitt County Mental Health Authority concern funding of a mental health center (1970), money allocated to support an Adult Day Care Program and support for an increase in sales tax (April 1971) to help fund the programs. Memorandums concern a mental health authority meeting for disbursement of clinic services (January 1971), nominations for positions on the committee (June 1968), a directory for the Advisory Board from the Coastal Plain Mental Health Center (1969-1970). Also included with memorandums are monthly reports concerning hours of consultations, ages of patients, marital statuses and diagnoses (1971).
Newsletters include a list of personnel for Pitt County Mental Health, Developmental Disabilities and Substance Abuse Center, as well as various information on events happening in the Mental health Center.
