William Theophilus Dortch (b. 23 Aug 1824 - 21 Nov 1889) was born in Nash County, N.C. to William and Drusilla Dortch. From 1852-1861 he was a member of the North Carolina General Assembly and was the Speaker of the House of Commons in 1860. From 1862-1865, he served as a North Carolina senator in the First and Second Confederate Congresses. From 1879-1885, following the Civil War, he served in the North Carolina House of Representatives and then the North Carolina Senate, where he was President pro tempore from 1881-1883. Dortch and his first wife, Elizabeth, had seven children. He later had four children with his second wife, Hattie. Dortch died in Goldsboro, N.C. and is buried in Willow Dale Cemetery.
The letter from William R. Lane was written to W. T. Dortch from the War Tax Office, Goldsboro, N.C., on December 16, 1864. It appeals for action in the Confederate Senate on an amendment to increase the local tax collector's staff by the addition of a deputy collector. William T. Dortch was a senator from North Carolina to the Confederate Congress. Prior to his senate position, he had served as Speaker of the Confederate House of Representatives.
