Abstract:

A dispute between state and local ordinance concerning outdoor advertising demonstrates the tension between local and state government. In Durham, there is an ongoing legal battle about management of green space around billboards along highways. Environmentalists in Durham are fighting to extend the review period for applications to alter the landscape around a billboard to permit not only state but local officials to approve or disprove.
