Abstract:
William Biddle Shepard was a native of New Bern, NC, attended UNC-Chapel Hill and while there made a speech against a British teacher and was forced to withdraw. He continued his studies at the University of Pennsylvania and then began studying law in New Bern, NC. He first practiced law in Camden Co., NC where he owned extensive land and later moved to Elizabeth City, NC In 1829, Shepard was elected to the US House of Representatives where was instrumental in opening Roanoke Inlet. In 1837, he retired from Congress, was appointed president of the branch of the State Bank and then served in the NC Senate. Due to his knowledge of English classics and sixteenth and seventeenth century writers, Shepard was regarded one of the State’s most scholarly men.
