NORTH CAROLINA INSIGHT ranks the most influential lobbyists in the state \"to help citizens understand which key interests and organizations have clout with the state legislators and to let citizens know who is not represented in the legislature.\" At the close of the 2003 North Carolina General Assembly, 567 lobbyists were registered with the North Carolina Secretary of State. The lobbyists represented 621 different companies or organizations.

Campbell provides a profile of Thad Woodard. In 1978 Woodard became president of North Carolina Savings and Loan League, Inc., which later merged with the North Carolina Bankers Association. He is the longtime president and CEO of the group. On January 1, 2015 he will retire after thirty-seven years as the lead lobbyist for the state's financial institutions.

Frank Baumgartner, a UNC political scientist, studied lobbyists, interest group advocates, and government officials who worked to change policy or preserve the status quo between 1999 and 2002. After six years of research, Baumgartner found that money was not the determining factor in policy outcomes. Rather, it was the accumulation of bias and influential power already in the political system.

Mike Mann, Executive Vice-President of the North Carolina Wildlife Federation, was awarded by the North Carolina Rifle and Pistol Association at their Annual Convention in Charlotte. Mann effectively used his expertise in legislative lobbying to help change a law to recognize the handgun as an acceptable firearm for competitive target shooting, hunting, and personal protection.

Roz Savitt is the winner of a 1993 Independent Weekly Citizen Award. Savitt is a lobbyist at the NC General Assembly. She was ranked as the 12th most effective lobbyist and most effective female lobbyist. She has played a key role in expanding funds for child-protective services, enacting the first AIDS anti-discrimination statute, eliminating the death penalty for juveniles and repealing the marital rape exemption.
