Abstract:
Durham City Schools and Durham County schools are considering a merger. Members from the task force in charge of reviewing the merger share what they have learned and how the facts have changed them. Many members who were first opposed to the merger are now open to the idea and are beginning to talk to others about what changed their minds. The city schools are primarily African-American and poor, while the county schools are primarily white and wealthier. The merging of the two schools would save money and would improve the quality of education for the city schools.

Abstract:
Tarboro representative Republican Joe Mavretic has been elected the Speaker of the House for NC. His election prove that democracy is at work in Raleigh. His personal views are not always popular, but things are getting at the capital. Fewer backroom deals are being made and Mavretic has given others a voice they didn’t have under former Speaker Liston Ramsey. Although the General Assembly has become more conservative, the process is open so that all can participate and grow politically, not just those belonging to the “good ol’ boys” network.

Abstract:
Wake County Republican Paul “Skip” Stam, Jr. is sponsoring the Abortion Control Act. If Roe v. Wade is overturned and the NC bill passes, Stam will be given credit for the action which limits the right to abortions in the state of North Carolina. The former attorney and head of Wake County’s Right to Life chapter is an expert in reproductive freedom and related laws in NC. Surprisingly, he is unlike most other conservatives and has voted to increase spending, is opposed tax cuts, and supports the rights of workers. However, this has not stopped him from being labeled the “Jesse Helms of the Legislature” by opponents.

The issues of public transit in the Triangle area, excessive spending, public health, and morality standards, among others are discussed. The legislators are generally mocked for their actions and portrayed as not representing the citizens of North Carolina.

Abstract:
People are wondering if the “new” Durham is dead after conservative candidates swept the recent Durham primary. This is a setback for liberals who have held a majority on the City Council for the last 12 years. The reasons behind this are that the liberal coalition has failed to live up to its campaign promises. They also have failed to govern together, and the power of bureaucracy and private business interests are threatening to replace the coalition with conservative candidates.

Abstract:
Dave Owens is the former director of the Division of Coastal Management. Owens helped create the Estuarine Sanctuary Program and pushed coastal-development regulation. Committed to protecting North Carolina’s coastal habitats and communities who depend on those habitats, Owens worked hard to resist pressure to weaken regulations for developers. He was forced out of his position and now works at UNC’s Institute for Government, but continues to be a role model for coastal management leaders.

Abstract:
The NC Community Land Trustees are winners of a 1992 Independent Citizen Award. The group has been promoting a new model of home ownership in Durham’s neglected West End neighborhood. The group buys run-down houses and rehabilitates them with volunteer labor and the prospective owners help. Then, using low-interest loans, the new residents buy their homes while the Land trust keeps the title to the land beneath them. When the residents move, they sell their house back to the organization, making home ownership affordable for low-income families.
