This bulletin summarizes the provisions of several federal and state laws, including the Social Security Act, the federal Privacy Act, the State Privacy Act, and the newly-enacted state Identity Theft Protection Act of 2005, governing the collection, use, or disclosure of social security numbers by state and county social services agencies.

The McBride decision, handed down by the NC Supreme Court on July 2, 1993, overruled the precedent established by the 1993 decision in Jolly v. Wright and held that indigent defendants may not be incarcerated in civil contempt proceedings in child support cases unless they have been provided a court-appointed attorney or have waived their right to legal representation. This Memorandum provides a brief overview of the supreme court's decision in the McBride case.

In June 1994, a number of revisions were made to the North Carolina child support guidelines. These include the establishment of a self-sufficiency reserve to limit the responsibilities of obligors with low incomes, changes to health insurance premium payments, and the addition of income and support orders with respect to level of income and time of order.

In response to the Parental Kidnapping Prevention Act and increasing problems caused by conflicting orders in interstate child support cases, Congress enacted the Full Faith and Credit for Child Support Orders Act. Saxon summarizes the provisions of this act and its effect on North Carolina courts ability to recognize and enforce interstate and out of state child support orders.

The authors collected and analyzed specimens of snowy grouper in order to determine feeding habits. The results revealed that crustaceans, fish, and mollusks comprised the groupers' diet, and that crabs accounted for 90% of food items ingested.

Women members of the NORTH CAROLINA magazine Golf Panel chose the Pine Needles Golf Club in Southern Pines as the state's Best Course for Women. LPGA pioneer Peggy Kirk Bell and her family have owned the Donald Ross-designed course for over forty years. After acquiring it, Bell made some course changes to make it more in keeping with the kind of golf women play.
