that he cannot select the man to
fill such an important office as
preseohortecspan of the " -
engraving and printing, whic
is now held br Mi. Olande
M.. Johnson, of Kentucky, and
pays @ salary of $4,500 a year.
Mi. Meredith, of Qhicago, held
the office undersshe Harrison ad-
ministration, and is a candidate
for reappointment, but Mr. John-
son cannot be removed . except
upon charges, and his successor
must be selected by competitive
examination. Lhe same rule ap-
plies to the two chief engravers

lin the bureau, who receive sala-

ries of $6,000 each,to the assistant

-|superintendent*who receives $2,-

200, and tothe chief clerk. it is
perfectly proper and reasonable

|that the subordinate officers of

this bureau should be appointed

~by competitive examination, but

the superintendent, who cccupies
& very delicate and responsible
position, and has charge of adl the
goyeynment money, should be se-
lected by the head of the depart-
ment. He gives no bond, and Mr.
Gage must be respopsidle for his
conduct and honesty, although he
has no voice in his selection,

A similar discovery has been
made at the posteffice depart:
ment, where Postmaster General
Gary is amazed to find that his
legal adviser, the assistant attor-
ney general for that department,
must also be appointed by com-
petitive examination. There sre
a&dczen or more canaidates for
this office, as there are for chief
of the bureau of engraving and
printing, and when Postmaster
General Gary made a selection in

the person of a gentleman in

whom he had confidence he was
informed that the present incum-
bent could only be removed upon
charges, and that his successor
must be certified after examina-
tion by the civil seryice commis~
sion.

Secretary Algier bas discovered
that he has not influence enough
in the war department to appoivt
his own private secretary. Every
body within sight is under tne
civil seryice rules. He brought a
man from Detroit who had long
occupied a confidential relation
to him, and desired to continue
bimin asimilar ca:acity during
his official career. But there is
no position in the war department
Open to such a person withoui
entering the regular competition
through the civil service exami-
nation.

A few Obio men have not yet
made their wants known; out
they are being heard from right
along.

Senator Foraker is opposed to
the plan of making no gexerai
distribation of offices until af-
ter the tariff bill become a law.
Rumor has it that he told the
president so yesterday. Mr.
Foraker thinks the obourgeoise
and the men in blouses, as Mr.
Quay calls them, expected their
reward soon after Mr. McKinley
became president, and that they
should not be disappointed. It
has also been suggcsted that the
administration would not hurry
the taritf legislation by the pur-
suit of the talked of course; in
Ot::er Words, that the senators are
uot ready to trade their votes for
offices." Washington Post.
