Sheriff Tyson believes the gentleman to the left is Marvin Coward, who was a jailer.  He believes the woman to the right is an inmate assigned to kitchen duties. It was customary in that day to assign jail inmates, especially women, to jail kitchen duties. They were supervised by jailers. This photo was taken in the OLD "jailhouse" which was torn down in 1964 to make way for construction of the 1965 jail annex.
