North Carolina's Judicial Rotation System

Abstract:
The judicial rotation refers to the state's system of requiring superior court judges to serve in all courts of a region rather than just the district in which they reside. As one of the few states in the country to practice this system, the author reviews how the system functions and both the pros and cons of such a judicial procedure.
