Abstract:
Governor Hodges surprised the 1959 North Carolina General Assembly by proposing a balanced budget without raising taxes or increasing schedule rates. This will be accomplished by generous estimates of revenue prospects, use of surplus, windfall payments of individual income taxes adopted from withholding plan of collecting individual income taxes, and holding appropriations to a limit.

The North Carolina Revenue Commissioner has reported that sales tax collections for 1958 were $2,790,028 more than for the 1957 fiscal year. The 3.77% increase is an indication of the recovery in business conditions for the state in the past year.

In 1953, the Du Pont Plant in Kinston, North Carolina produced the first commercial polyester fiber. Now, the Du Pont plant opened a new venture in North Carolina dedicated to silicon near Brevard in the western mountains. The $70 million investment makes the state eighth in total Du Pont investments.

The Public School Finance Study Commission made recommendations via a $10 million Incentive Plan. This would require counties to levy extra property taxes needed to participate fully. Property taxes based on this levy would be increased an average of 9.2 cents on the dollar, or 7.5%.
