Abstract:
UNC system schools participating in NC Promise, which offers a tuition reduction for all students, are Elizabeth City State University, UNC Pembroke, and Western Carolina University. Past decreased enrollment was the factor related to the selection of these schools. Increasing affordability for students from all economic backgrounds and gaining academically competitive students were cited as reasons for creating NC Promise.

The astronomical cost of university tuition and fees, plus the loans often used to pay this debt, has left many legislators seeking resolutions for the short and long term negative impacts. Solutions included the “last dollar” grant for high school graduates students with a GPA of 3.5 or above and encouraging more community college attendance. Statistics indicating the enormity of this crisis and feasibility of a community college degree include graduates defaulting on loans and students who graduate from community colleges debt free.
