Abstract:
When World War II ends, public construction is considered one avenue of work that will provide good jobs for those seeking employment. But North Carolina is footing the bill for its public construction. Throughout the War, local units of the state's government have been accumulating surplus funds which allows them to pay for new roads, public buildings, and municipal services. The use of local funds versus federal government funding for these public projects also saves the taxpayers money in the long run.
