The three men visible from left to right are: Scout Executive O.B. Roberts, Gerald Speedy (National Director of Program for the BSA), and Joe D. Messick (a former council president and then President of ECC).

I think the first man on the left is O.B. Roberts who was the East Carolina Council Scout Executive. I need to double-check when he started.
