- These two letters are between Richardson Preyer, North Carolina Congressman, and James A. Graham, Commissioner of the North Carolina Department of Agriculture. Graham’s letter discusses the potential for catfish farming in N.C. and requests Preyer’s assistance in having the United States Department of Agriculture take responsibility for government assistance to catfish farmers. In his response, Preyer agrees to support this position to the Department of Agriculture.
