Believe this is "Romper Room"…a children's television series which ran in the United States from 1953 to 1994 and targeted kindergarten and younger kids.

The teacher in this photo is "Miss Lucia", my grandmother, Lucia Claire Hutchinson (now Lucia Peel Powe).
