This is the dedication and opening ceremony of Elm Street Little League Park. The announcer is Richard “Dick” Evans and the forth from the left is my father, A. C. “Bits” Ruffin..

The gentleman in the middle is former Mayor S. Eugene West. My Daddy, Charles Wesley Harvey is the 2nd man to his right and to his right is Roger (I think) Collins. These three men were all City Council members during this time.
