Description: Original declaration with signatures. The declaration called upon State Legislatures to ask Congress and the President to join or create an international organization that would be empowered to pass legislation and enforce peace throughout the world. The first signature on the document is Robert Lee Humber [Jr.] the creator and driving force behind the federation, and the declaration was signed at Humber's summer home on Davis Island. The declaration was adopted December 27, 1940 and executed July 1953. The document contains the signatures of Loula White Fleming and James L. Fleming, both of whom have their papers held in Special Collections at Academic Library Services, in addition to Humber's papers.
