This is already cured. They are tying it for sale at the market.

I believe the tobacco is cured. It is 'in order' or moist enough to handle to make 'hands' of tobacco: those things with a leaf holding the hand together. Those hands will be taken to a warehouse then auctioned off. They are stripping tobacco. If it were very dry, it would crumble.
