The men are transplanting or setting out tobacco with a modified mule drawn tobacco transplanter to be used with a one row tractor. Note the metal seat on the barrel where the driver sat when this transplanter was pulled by mules.  Also, the seats (non-padded) had fertilizer bags to provide some comfort to the men on the back of the transplanter.  Mechanization was beginning to take place on the farm at the time of this photo.
