These people are pulling weeds out of a tobacco bed. the bowed branches are supports for the plastic covering that protected the tobacco plants. The plastic has been removed to pull out the weeds and grass.

They folks are planting something- the bent withies (arched branches) mark out rows and the woman in the darker cardigan sweater appears to have a box of fertilizer of some sort.
