Abstract:

A number of cities, including Charlotte and Raleigh, have introduced bilingual programs, such as bilingual utilities policy manuals, bilingual emergency dispatch operators, and language programs for municipal employees, in an effort to accommodate and assist Spanish speaking citizens.
