Abstract:

The author notes former State Treasurer Dale Folwell as one of North Carolina's most interesting politicians over much of the past decade. Shrewd and ambitious like his most recent predecessors, Folwell hoped parley management of state worker pensions and health plan into a successful bid for governor. Instead, he failed to break the hospital artel and his distrust of PE funds and alternative investment vehicles caused the pension system to underperform.
