Abstract:
William Blount, a native of Bertie Co., NC, served as paymaster in the Revolution and then served in the NC House of Commons 1780-1784. Blount was a delegate from NC to the Continental Congress 1782-83; was a delegate to the United States Constitutional Convention in 1787, was a member of the NC General Assembly from 1788-90 and was a member of the NC Convention of 1789 called to ratify the United States Constitution. In 1790, Blount was appointed governor of the Southwest Territory, south of the Ohio River. In 1796, Blount helped draft the Tennessee Constitution and under his guidance, Tennessee entered into the Union in 1796 as the sixteenth State. He fell into disfavor over a found letter of his calling for a scheme for Great Britain to take over Florida and Louisiana.
