Abstract:
Government services can be disrupted by a variety of activities, both man-made and natural. A hurricane isolates citizens on the Outer Banks; An ice storm cuts power lines, blocking power and access to large areas; A bioterrorism attack spreads anthrax in the local courthouse. Citizens, in the face of such events, expect local government services to be available. In the past few years, information technology (IT) has become a central element in delivering government services. This bulletin presents a seven-step planning approach focused on IT continuity and such an approach can be applied to many other government functions as well.
