Abstract:

Burlington's outlet stores have given the city the nickname of \"the outlet capital of the South.\" While most shoppers pay for their purchases, a number do not. Each year the outlets lose money to shoplifters operating either individually or in elaborately organized rings. Estimates put last year's loses at $2.5 million.
