Kenneth C. Royall, Jr., a native of Warsaw, represents the Thirteenth Senatorial District in the North Carolina General Assembly. He is Chairman of the new Senate Ways and Means Committee that was created at the beginning of the 1977 session. Royall is discussed in this ongoing series of brief profiles of major newly elected and appointed state officials.
