Abstract:
The 1967 General Assembly organized a commission to review local governments on efficiency and function within the more encompassing state government. Findings from this commission report were presented to the General Assembly in 1969. Proposals for improving local government included constitutional reform, developing a state agency for local affairs, and restructuring local legislative control.

Abstract:
Three school systems within Gaston County were consolidated beginning in 1965. These systems were closed due to lack of funding. The author summarizes the problems with these public schools to address larger problems faced on a state-wide level.

Abstract:
Traditionally representation for criminals unable to afford counsel applied only to capital cases. The Gideon vs. Gault case prompted the U.S. Supreme Court to revise this precedent and also how the state's responded to the court's ruling. The Courts Commission recommended the state extend the right of representation for impoverished clients to post-conviction and appeals but not to revocation-of-parole and civil cases.
