Governor Pat McCrory released his 344 page budget mid-March which denied expansion of Medicaid coverage to state residents. The expansion funded by the federal Affordable Care Act would have helped 500,000 citizens backed by $521 million in federal funding. To counter this the governor approved $755 million in state funds for Medicaid but health care experts believe this is just a stop-gap measure without addressing core problems in the Medicaid system.

Governor Pat McCrory's 2013 budget includes hiring 1,800 new teachers. McCrory supporters believe this is a progressive step in education reform. Skeptics claim 1,800 new teachers is an appeasement and only begin to make-up for the 4,300 teaching positions lost before and during the recession.

Supporters of criminal justice reform are tentatively encouraged by Governor Pat McCrory's annual budget. If his budget is approved, $7.2 million would be allocated to re-opening and funding drug treatment facilities and close five state prisons. Drug treatment centers aim to rehabilitate convicted drug abusers and prepare those convicted to reenter society by offering counseling, GED courses, and job training.

Ten million dollars have been included in Gov. Pat McCrory's 2013 budget for survivors of the North Carolina Eugenics Board Program. This program involuntarily sterilized state citizens between 1929 and 1974, 2,944 of those victims expected to be alive today. Of the allocated funds, $50,000 is to be awarded to each victim with remaining money to open a foundation for further counseling.

Last May, hearings began concerning a sexual assault case at between two UNC students. Landen Gambill brought charges against her ex-boyfriend to the UNC Honor System after he physically assaulted her. The article reviews not only this case but other sexual assault cases brought before the UNC Honor Courts and an outline of their rulings and actions in such cases.

In 2007 Senate Bill 3 mandated that energy suppliers by 12.5 percent of their electricity from green energy sources. Now The Affordable and Reliable Energy Act House Bill 298 introduced by Representative Mike Hager, Republican from Burke and Rutherford counties, attempts to reduce energy costs by eliminating this requirement for energy suppliers to incorporate renewable energy sources.

Since 1991 Orange County has proactively worked to reduce personal waste by 59 percent. Refinancing proposals could potentially weaken this successful program by privatizing the waste management program. Orange County's recycling efforts and reduction in waste production is the best among all other counties - Wake being the closest having reduced waste production by 25 percent in the same time period.

Town officials in agreement with Rosemary Village owner and builder Tom Tucker started a program in 2002 to reserve six units to be rented to low-income individuals. Specifically, low-income refers to individuals qualifying for the affordable housing under federal guidelines or earning below 80 percent of the area's median income. Tucker has now foreclosed on two of these units and plans to do so for the remaining four, claiming that he is operating these apartments at a personal loss.

The case of Tommy Sadler raises many questions about making mental health benefits more accessible to police officers. Sadler suffered from bipolar disorder, a condition which appeared in adulthood but which he could not treat because medications cost too much. During an episode Raleigh police were called in to suppress Sadler who was shot with a taser until he died. The case has caused some to reevaluate police training courses for dealing with mentally ill criminals.

A low-cost spay and neuter service available in the Triangle is closing. The Pet Overpopulation Patrol operated a mobile spay/neuter clinic at a low cost for pet owners in rural areas and to senior citizens and in the process performed approximately 30,000 such operations.

Chris Millis (Republican from Onslow/Pender Counties). If passed, the bill could have an immediate and negative affect on how the state's non-profits are funded, organized, and run.

Hofmann Forest is an 80,000 acre span of woods between Jones and Onslow counties. Responsibility for the forest fell upon the N.C. Forestry Foundation until last April when the forest was purchased by an undisclosed buyer. Former board member forester Barny Bernard is concerned the buyer is focused on profits rather than preservation.
